Draw cash without ATM, how?

Tamilnad Mercantile Bank has introduced a new facility that will allow its people to withdraw cash even without having any account with the bank. This is notably the first-of-its-kind initiative.
In an event conducted by TMB at Gopalapuram, Chennai, 12 different technological advancements were introduced. For the first time in India, facility to withdraw cash without having a bank account or even without ATM is introduced. Further, features to pay property tax online throughout the day were also introduced.
