Building/house construction only on approval of the government registered engineer

It has been made mandatory throughout the state of Tamil Nadu that all house/building construction can commence only after proper approval by a government-registered engineer.

The government has also ordered that in case huge cracks develop in the construction approved by the registered engineer, the registration of the concerned engineer will be cancelled.

During the year 2014, 11-storeyed apartment construction in Chennai Moulivakkam collapsed and ended in the loss of 61 lives. A huge number of people were injured severely. This was a shocker and proved to be a lesson for both the government and the buyer. Further, another 11-storeyed construction nearby was also found to be of a weak foundation by an expert team and accordingly, that was also demolished.

Subsequently, the government revised and added some more rules and regulations to be strictly followed/ For this change, suggestions and opinions were obtained from the various construction associations and other organisations in the field of construction. The revised rules and regulations were released during last February.  With this, it has been made mandatory that all constructions can be taken up only after obtaining proper approval from the engineers.

In this regard, the former president of the Tamil Nadu Construction Engineers Association Balamurugan and the PRO (Public Relations Officer) of the All Construction Engineers Federation (Tamil Nadu and Puducherry) K. Venkatachalam shared:

As per the Government Order issued in February, it has been made mandatory that only government-registered engineers can undertake the activities of approving the house contraction plan, design, monitoring, quality check and control, verification that the construction is as per approval, etc. Accordingly, in case of constructions under 12 metres height, approval must be obtained from Registered Architect or registered Engineer.

Leaving aside taller buildings, while taking up the constructions of buildings of the height range 12 to 18.30 metres, construction approval must be obtained from a registered developer. Apart from this, approval must be obtained from the structural engineer, construction engineer, and geotechnical engineer.

In the case of high-rise constructions, approval must be obtained from the registered developer, expert architect, structural engineer, construction engineer, and geotechnical engineer, cityscape engineer, and quality auditors, Once the construction is completed, the above experts must certify that the construction is as per approved plan and only then, construction completion certificate will be issued. In case he cracks develop later in these constructions, the registration of the above engineers will be cancelled.

As per the Government Order, those who have completed B. Arch. Course and have 2 years; experience can register as architecture expert Grade 1. Candidates who have completed the Diploma course in Architecture and have 5 years of experience can register as Architect Grade 2. In case of candidates with BE qualification and 10 years of experience, they can register as Engineer Grade -1. BE candidates with 5 years of experience in construction can register as Engineer Grade 2. BE candidates with 3 years experience can register as Engineer Grarade 3.

Candidates with M E qualification and 6 years of experience can register as a structural engineer Grade 1. BE candidates with 3 years of experience can register as a structural engineer - Grade 2. Candidates of B E or B Arch with 5 years of experience and Civil Engineering Diploma Holders with 7 years of experience can register as construction engineers.

ME candidates with 5 years experience can register a Geo-technical engineer.  Postgraduates in the cityscape with 2 years experience can register as cityscape engineer.

In case the above candidates are from Chennai, they need to register in the Corporation or CMDA. People from other places can register in the respective local administrations.

The above Government Order is considered as very important and significant in the field of construction.
