Applications for building plan approval must be made online only

The Municipal Administration and Rural Development Minister S.P. Velumani has announced that the application of building plan (map) for approval of construction must be made only online.

In the case, if the local administration has not granted approval within 30 days of application, construction activities may be started.

A discussion was conducted in the Legislative Assembly regarding the presentation of the subsidies demanded by the rural panchayat development and city corporation administrations. During this discussion, the minister released some new announcements.

A brief on the announcements

Approval must be obtained from the local administration and the department of housing development for constructions exceeding the allowed limits. This procedure creates hardship for the public in different aspects including delay in the sanction of housing loans from the banks, financial organisations, and the government. In order to simplify this procedure, the local administrations will be given the authority to approve the construction plan.

Presently, the local administrations have the authority to approve constructions of construction plans in areas up to 4000 sq.ft. This limit will be raised. Similarly, the local administrations have the authority to approve commercial constructions up to 2000 sq.ft. This will also be raised and the local administrations will now be given the authority to approve commercial and general constructions of larger areas.

Presently, the local administrations in Chennai Metro have the authority to approve constructions up to 8 plots for internal sections in the domain under the control of CMDA (Chennai Metro Development Authority). A similar authority will be given to other city administrations.

Henceforth, the applications for the construction plan approvals must be made online only. In case the approval is not given within 30 days of application, it may be deemed as approval obtained and the constructor can commence constructions strictly as per the regulations.

A special life insurance coverage plan will be implemented for all the sanitary employees in the urban and local administrations. 153 Green Parks will be set up in 25 cities at a cost of Rs. 75.51 Crores.

Underground sewerage systems will be set up in Ambur (Rs. 205 Crores), Tinidivanam (Rs. 230 Crores), and Chengalpattu (Rs. 125 Crores). The rural administrations will be upgraded to city administrations and the present city administrations will be upgraded to 2nd Stage urban administrations.

Rural Development
  • 20000 dams will be constructed across the canals, small ponds, and drains in the rural Panchayat areas at a cost of Rs. 230 Crores.
  • The presently used Mercury Vapour and Sodium Vapour Lamp street lights will be changed to LED lamps in the rural Panchayat areas at a cost of Rs. 200 Crores.
  • The monthly contract salary payment for the 9300 water tank employees in the rural administration raised to Rs. 2000.
  • 40 Lakhs rural families will be given 2 free Nochi plants (Vitex or chaste trees) each.
  • 1000 urban young women will be given training on the repair of household consumer durables and Women Service Groups will be set up.
Chennai Corporation
  • A pedestrian complex will be set up in Pondy Bazaar, T. Nagar, at a cost of Rs. 20 Crores.
  • A multi-storeyed parking complex will be constructed in the Thyagaraya Road-Thanikachalam Road junction at a cost of Rs. 36.50 Crores.
  • Solar power generation panels will be installed on the roofs of the Chennai Corporation buildings at a cost of Rs. 39 Crores.
  • A smart card will be introduced and given to the public to facilitate quicker and simpler method of payment of Metro city bus fares, electricity bills, drinking water and sewerage system bills, property tax, and professional tax.
  • Sewerage water carriers will be arranged in the expanded areas of the Chennai Metro City to remove the accumulated sewerage water.
  • Sewerage water purification plants will be renovated at a cost of Rs. 226 Crores.
