What is the real reason for the sudden disruption of the suburban train services in Chennai?

The suburban train services were disrupted on the Chennai - Tiruvallur route on Friday evening and it was due to many commuters who sat on the railway track and staged an agitation at Sevvapet station. The railways have blocked the pathway across the railway tracks ( without completing the overbridge works) at this station and the commuters were protesting against this move.
For around 2 hours from 4pm in the evening , many commuters sat on the railway tracks at this station and protested leading to delays in other suburban train services also. Point is that the express trains running were not affected by this protest
The railways had placed stones on the pathway to prevent two wheelers from riding across the railway tracks. This has made many people angry as they found it tough to cross the tracks. This was as per a resident. He added that a railway overbridge has been lying incomplete for many years.
It is important for the railways to provide an alternative to help the people to cross the tracks and railways should not block the people without providing that. This was according to some commuters. They were of the view that while the viaduct part is ready, the approach roads to the overbridge meant to be constructed by the TN govt needed to be completed.
The Southern Railways or SR have started to identify and block the spots where many cross the railway tracks before increasing the maximum permissible speeds of the trains.It was later mentioned by Mr. T. Sadagopan a consumer activist that the railways was trying to increase the speeds of the trains without completing the construction of the overbridges.
