An order has been issued by the Housing and Urban Development Department formulating development rules. The latest news is that developing new towns inside the CMA or Chennai Metropolitan Area would become more systematic. Issues like mobility and environmental aspects would be addressed.

Mr. S. Muthuswamy, minister mentioned that it would play an important role in the development of new towns in places like Minjur, Thirumazhisai, Chengalpet and Kancheepuram etc.

It was brought to light by an order dated 8th August that the new development plan must have provisions for the compatible transit oriented development along the major corridors integrating features such as pedestrianisation and cycling to reduce carbon footprint. To improve accessibility, the plan must also have provision for the preparation of the grid of road plans.

The order also stated that there should be measures for climate resilient measures like comprehensive micro and macro drainage plan, flood inundation, climate hazard mapping plus disaster and risk management plans, plan for protection of eco-sensitive areas, blue-green infrastructure development, encouraging energy-efficient development, prevention of pollution etc.

Point is that solid waste management, heritage conservation, plans for tourism and waterfront development and augmentation of water resources etc have been made mandatory.

It must be noted that within one year of the announcement of a new town, CMDA must prepare land and building use maps in GIS or geographical information systems or other digital platforms with geo-referencing. This was also as per the order. After consulting the local authorities, the authority must prepare a new town development plan.
