Why in Urapakkam in Chennai, road safety rules get flouted often

An important locality, Urapakkam in south Chennai is now grabbing the attention for this reason!!
There is a traffic signal at the intersection of GST Road and Ayyancherry Main Road and this signal has not been working for quite some time now. This has led to many motorists to flout the road safety rules here. Motorists here do lane violations and in the wrong way driving etc here creating issues.
There is more risk of skidding accidents here because the road at the intersection is battered severely and stones could be found protruding. The residents of Urapakkam feel the need to have pedestrian signals at the intersection. Truth is that pedestrians are not able to cross the intersection due to continuous traffic here. It was later brought out by a resident of Urapakkam that a motorist had severe injuries in his arms when he tried to take a U-turn at the intersection.
