Why quarantine for 14 days just for testing? GCC explains!

The Commissioner of the Greater Chennai Corporation (GCC) has given an explanation for the recent order for quarantine for 14 days even for just testing for the coronavirus infection.
There were highly critical comments creating panic on the announcement that even the persons coming for tests for coronavirus the infection will be quarantined for 14 days!
As such, the Commissioner of the Greater Chennai Corporation (GCC), Prakash had an interview and explained the situation:
The order that persons who come for coronavirus tests would be subjected to 14 days’ quarantine is just an action/measure taken for checking/controlling the spreading of the raging coronavirus. It is not meant to create panic among the public.
Chennai Metro City has more testing labs. All can get checked for coronavirus infection. We are already keeping persons coming from other districts/states isolated. This is just a measure to increase safety/protection against the virus. With this, the spreading of the raging coronavirus pandemic can be checked and controlled better!
Persons coming for check must furnish their personal details and also the list of persons they have been in contact with over the previous 15 days.
6000 staff persons have been deployed to help the patients affected with coronavirus and the persons kept in isolation.
Special Officer Radhakrishnan informed:
It has been established that one of the reasons for the large-scale spread of coronavirus has been that when the persons who come for testing for the virus need to wait for eh results for 2 days for confirmation of coronavirus infection, in case the person is affected, even within these 2 days of wait for the lab report, the virus spreads rapidly to others!
Hence, GCC has taken this step mainly in order to prevent the spreading of the raging coronavirus pandemic as explained above where, even as waiting for 2 days, the person tested, if affected, can cause spreading of the virus!
Further, there are times when a negative report is received the first time but then later, within the next few days, the same person is reported as positive - being affected. Thus, it becomes necessary that these persons coming for just tests also need to be isolated and kept in quarantine!
Further, a decision will be taken after extensive review in cases where the tested person can be released from isolation even as waiting for the result while kept in quarantine if the reports confirm the case as negative.
