In Chennai, 331 Nursery, primary schools do not have recognition

For any school to operate smoothly it needs to get recognition certificate from the state government and NOC or no objection certificate. The important information collected now is as many as 331 nursery, primary and playschools in Chennai city have been functioning without getting proper recognition certificate from the state government and NOC.

On Monday, 17th June 2019, collector of Chennai, Mr. A. Shanmugasundaram became cynosure of many eyes when he released the list of schools that were operating in Chennai without proper recognition. He then cautioned the parents against admitting their kids in such unrecognized schools.

It must be taken into account that all schools functioning in the state must compulsorily get recognition from the state government. This was as per RTE Act 2009. The point is the schools must also obtain building stability and fire safety certificates and NOC from the local bodies and from the department of health. Many playschools have grown in Chennai city in the last few years of time is well known. It is now said that the list includes these playschools plus other private nursery and primary schools also.

Information gathered is the collector has cautioned the parents against admitting their kids in these schools and warned these schools stating legal action would be taken. In order to know whether the schools are operating with proper recognition or not, checks have been carried out by both block as well as district level officials belonging to the department of education. This was according to the statement issued by the collector.

It must not be forgotten that in the month of May a list of around 25 schools with high and higher secondary classes operating without proper recognition was released. It was pointed out by collector Mr. Shanmugasundaram that the schools have been informed already about the fact that they cannot function without getting recognition. He added that a show cause notice have been issued for those schools that were not having the necessary certificates.

The shocking piece of information is despite the collectors statement regarding recognition there are many schools that continued functioning in Chennai without recognition. Point to be noted is the future of those students studying in the unrecognized schools would be considered.

According to a senior official belonging to the school education department it is clear that many playschools in the Chennai city began as crches operating in the homes but later started functioning as playschools. The collector revealed about how many of these schools were functioning from small houses or from the rooms of larger buildings.

Rules for the regulation of playschools was released in the year 2015 and after the release it was found that many schools do not even meet the basic norms needed to get recognition from the state
