Completion certificate mandatory for constructing buildings

The latest update from the State government related to the real estate violations ordered the mandatory submission of Completion Certificate for the buildings raised in the areas under the DTCP - Directorate of town and country planning body in the state.

The Building approval will be verified directly by Inspections of the State government authorities to check the construction in two primary stages. The plan and the construction must have an exact co-ordination without any violations of land grabbing and illegal extension of the surrounding neighborhood.

If there is a new building constructed after obtaining planning permission from DTCP, one cannot occupy the property without Completion certificate. Water and Power supply will be shut down till the acquisition of Completion Certificate from the DTCP.

The Housing and Urban Development Department reported the State government’s decision of accepting the proposal of Commissioner of Town and Country planning to start the process of issuing the completion certificate. This provision of Completion Certificates is valid for all the buildings under the jurisdiction of DTCP rules except the Industrial buildings and the residential buildings of three dwelling units on a single construction.

Regional Deputy Directors or the local planning authorities will provide the planning permission for construction units more than 4000 square feet in the DTCP approved areas. This permission access will not include the sites under the Chennai Metropolitan Area (CMA). For areas under the Chennai, Kancheepuram and Thiruvallur districts the construction site plan approval and the planning permission will be issued by the CMDA rules and regulations.

The areas under DTCP will have a two set inspection, initially at the time of construction it verifies the building plan and the constructed area analysis. Then followed by another inspection after the construction is in final process of completion. The Completion certificate will be issued after these two inspections and without the certificate the building will be in the illegal zone to occupy.

The Officials from the State Government said that the new rule will be very helpful in eliminating the violations of Developers and their unauthorized building constructions. Many Real estate Developers welcome this new regulations that will sort out the earlier confusions in attaining the proper verification papers from the Government regarding the building. This rule will make them decide whether to plan a building project or to drop it if the DTCP rules are against their construction plan.
