Treatment for trauma patients now made compulsory in Tamil Nadu

This news would bring huge relief on those who have met with accidents and are in critical condition etc. It is now confirmed that the hospitals present in Tamil Nadu could no longer turn away those who met with accidents, assaults plus those victims involved in medico-legal cases and treatment must be given to these persons.
Soon the state government would make it compulsory for the hospitals and other clinical establishments etc to give first aid plus other life saving processes for these victims.
It is important to mention that a bill to amend the Tamil Nadu private Clinical Establishments (Regulation) Act 1997 was tabled by none other than Dr .C. Vijayabaskar, health minister in the state assembly on Tuesday 20th march 2018.
According to the bill it is now said that compulsory treatment to those victims involved in accidents or assaults etc is one of the five responsibilities of all clinical establishments such as hospitals, dispensaries, nursing homes plus others like consulting rooms, clinics and polyclinics.
Private sector opposed the above mentioned 1997 Act and because of that reason 1997 Act was not implemented though it has been in force.
In the year 2016 work on amending the piece of legislation was quickened and this was after the Madras High Court has questioned regarding the implementation of the 1997 Act by the government.
At that time the High Court was hearing a case about a medical student named Santhosh Kumar who passed away after botched up hair transplant process in a salon. According to the court the Act would have ensured a safe environment for hair transplant etc.
It is now revealed that the clinical establishments must be registered with the government and it must implement national as well as state programmes. Furnishing periodic reports must be done by these clinical establishments and this is under the proposed legislation.
Preventing the spreading of communicable diseases must also be taken care of by these establishments. Fines or penalties of amount higher than Rs 5000 up to Rs 50000 would be collected from these establishments for violation.
An advisory committee has been created by the government and this would be for three years of time period. Matters of regulation of clinical establishments and carrying out other functions assigned by the government would be advised by this committee and government must follow those.
A district committee would also be making its presence felt and it would ensure that no clinical establishments operate without registration.
