CMDA issues regularization guidelines for unapproved plots

Over 5 lakh unapproved plots within and around Chennai are likely to be regularized, as the Chennai Metropolitan Development Authority is likely to take an effort. This is believed to bring a heave of sigh to all realtors and landowners who have defied town planning rules.
During last week, the amended CMDA guidelines was released. This has excited the real estate fraternity who have got hit due to the economic slowdown, demonetization, GST and hurdles with registrations.
Over 8000 applications seeking regularization was submitted with the Chennai Metropolitan Area (CMA). All these are to be addressed by the planning authority, but have so far been awaiting due to lack of solid guidelines. Now, it is the time to clear the process.
This regularization will however not be done for plots and layouts lying along water bodies, open space reserve lands, lands under high tension electric lines, parks and playfields, lands that encroach roads, streets, etc. says . Vijayaraj Kumar, a CMDA member secretary.
So far, not even one out of 8200 applications is processed. A total of 26000 applications are sent to the Directorate of Town and Country Planning (DTCP). The processing has begun, says an insider in the planning authority. There prevailed a confusion regarding regularizing power to the Corporation of Chennai, and the other CMA local bodies. The guidelines are now released, said a CMDA official.
As per new guidelines, the layout copies, sale deed, patta and other necessary documents should be submitted to the local bodies. Upon getting in-principle approval from the local body, these applications will be inspected in detail and scrutinized and the approval for layout framework shall then be provided.
In addition, the CMDA will also put up details of approved layouts on its official site. Later on, individual plots belonging to the layout shall be regularized on getting stipulated charges, says the guideline order. Details of all approved plots shall be put up on website of the local body as well as the CMDA.
The realtors have welcomed this new guideline and requested to expedite the process of regularization.
Owing to a few commotions, the applications are so far not collated. This new guideline shall now nudge them. The process is believed to start in one week now. Without the order for regularization, the building plan approval will not be possible, says S. Ram Prabhu, the secretary of Builders Association of India.
